Sen. Phil Gramm of Texas is the third Republican to announce retirement in 2002 and word is expected soon from a fourth GOP lawmaker, Tennessee Sen. Fred Thompson. South Carolina Sen. Strom Thurmond and North Carolina Sen. Jesse Helms also have said they would not return to their jobs next year. Democrats currently hold 50 Senate seats and the allegiance of one Independent, Sen. James Jeffords of Vermont; the GOP holds 49 seats.
