We ask that "Life without Parole plus Restitution" be implemented. Currently, it costs considerably less to house an inmate for life than to pay the additional costs for a capital case, appeals, separate jail facilities, etc. With the LWOP+R system, the inmate can never be paroled and they will spend the rest of their days working and having to live in general jail population (and living with the extra hazards that entails). Assuming the inmate is capable of doing some kind of profitable work, some of the money can go towards the prison (e.g. less tax payer money needed) and some of the money can go to victims' charities (hence the victims aren't forgotten by any means). Not only does this save money, but it also accomplishes the goals of incarceration, restitution, and retribution. This has not been proven to be a deterrent, but neither has capital punishment. If it comes to light that a criminal is innocent, they will still be alive and able to reclaim their freedom. This system allows the government to permanently separate the worst criminals from society and punish them without stooping to the same level by committing murder. In case you are thinking it is illegal to force prisoners to work, I assure you it is not. I quote the U.S. Constitution: "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States" We ask for a moratorium on death penalty for a trial period (5 years minimum recommended) in which the new LWOP+R system can be implemented and tested.
