When voter registration forms are available at DMV offices and welfare agencies, some people who are not American citizens can obtain the forms, fill them out later, and register to vote by mail. To ensure that only American citizens may register to vote, the motor voter law should be repealed. Voter registration should only be available at county courthouses and city halls. When someone registers, he or she should be required to present a photo ID and proof of citizenship, which would be a birth certificate (for people who were born in the U.S.) or a naturalization certificate (for people who were born in other countries).
