IntellectualCapital.com (IC) is a weekly, bipartisan, public policy e-zine available only on the World Wide Web. IntellectualCapital.com is a publication owned and published by Ntercept Communications.

The mission of IntellectualCapital.com is to provide an informative and entertaining forum for the understanding and discussion of issues in the news. Charged with discussing "Today's ideas …Tomorrow's policies," IC offers free access via the Web to encourage a wide spectrum of viewpoints and to contribute to the substance of the debate.

Each week's issue offers in-depth commentary of important policy issues. Authors are solicited to present varying viewpoints on the topics. Who owns IntellectualCapital.com?
As mentioned earlier, IntellectualCapital.com is a brand owned by NTercept Communications., a for-profit Internet distribution and services company financed by venture capital. NTercept also runs Policy.com.

Who is the IC audience?
IntellectualCapital.com provides a forum for individuals who desire more than a "sound bite" approach to serious public policy issues. The ability to post one's own opinion and discuss issues with other readers is a critical component to our forum. Taking advantage of the reach of the Web, IC also is meant to appeal to readers from outside the United States.

Are reader responses edited?
No. Offensive language will be rejected, but all opinions and comments on our articles are welcome.

Why the 1,500-character limit on reader responses?
For space limitations, we made the decision that 1,500 characters are sufficient. Our writers are asked to work under a word limit, and we thought it only fair that our readers face a similar restriction.

Can I subscribe to IntellectualCapital.com?
As a matter of fact, no. IC is published solely on the World Wide Web -- where it is available free of charge.

Is there a political affiliation or goal associated with IntellectualCapital.com?
No. IC is not affiliated with any political party or any candidate for office, nor does IC participate in campaigns, party activities or campaigns for office. Our writers are selected from all parts of the public policy spectrum and are encouraged to present their own personal viewpoints.

How do I submit an article for consideration?
While IntellectualCapital.com considers all submissions, we cannot guarantee that we will use unsolicited contributions. If you would like to submit an article (or send an outline or precis for a prospective article), you may e-mail it as an attached file to info@intellectualcapital.com. Standard length for IC articles is about 750 words.

Can I place a link to IntellectualCapital.com on my home page?
Certainly. In fact, here is a cut-and-paste ".gif" file you can use to insert a high-brow hyperlink from your site to ours. And although IntellectualCapital.com does not maintain a page for links (mutual or otherwise) to other Web sites, we do welcome tips about new trends on the Net and suggestions on where to surf. Send the URL along with a brief description (no press releases, please) to info@voxcap.com, with the words "CyberReport" in the subject header.

Technical Information

Why so many cookies?
The cookies are not meant to bother our visitors and will not do anything to harm your machine, but they are a necessary side effect of technology that is vital to our site and company. They are merely a few characters of text that take up less than one kilobyte of space on your computer. They are stored in a special place established by your Internet browser so that they will not clutter up your computer or be mistaken for something else.

We must set a cookie the first time you ever visit our site so that we can tell how many first-time users or repeat users visit us. This helps us focus our marketing efforts in a more cost-effective way so that we can continue to provide our readers with a free service. Sometimes, if you choose to "Not Accept" this cookie, it tries to set itself for every item on the page because until the page finishes loading, it still thinks you are a first-time visitor. This is an unfortunate limitation of technology that hopefully will be overcome soon.

We also use cookies so that we can offer special interactive features, such as the "post your own response" bulletin boards at the end of most articles and our polling page. The cookies are necessary so that our Web server can maintain state with you and post your responses or tally your votes to the right page on our site. Sure, there are other ways to write programs to do this, but with the use of cookies, it is a less expensive way to write a quicker program. This helps keep our costs down and curtails server-loading time so that you experience a quicker Web site and spend less time waiting in front of your screen.

If you would like to eliminate the warning box that pops up on your screen every time a cookie is passed to you, most browsers have a setting to turn it off. Just check your "Preferences" or "Options" menus and check for settings related to "Cookies."

When responding to one of IC's articles, I find it impossible to send my messages back to the site. Why does that happen?
Sometimes our Web server loses contact with our readers. When this happens, you are unable to post a response to our articles. Your session with us must have "timed out", which usually happens after 20 minutes of inactivity. This may have happened if you viewed the same page for more than 20 minutes or if you left our site and came back to it using the back button on your browser (thus possibly using a cached copy instead of downloading the page again.)

When that happens, please try to submit your response again. You may want to hit the "refresh" or "reload" button on your browser just before you click "submit response" so that your connection is refreshed for another 20 minutes.

IntellectualCapital.com's web site is hosted by DIGEX, using Microsoft Internet Information Server (IIS) 3.0, Microsoft MCIS Chat Server, and Microsoft SQL Server 6.5 for dynamically generated ASP pages. RealAudio Server 3.0 and Excite's Search Engine are used for audio and search features respectively.
